A VA Interest Rate Reduction Refinance Loan, known as an IRRRL or a VA streamline, refinances an existing VA loan into a new VA loan. It is designed to be light on paperwork: in most cases there is no new appraisal and no new income documentation, and closing costs can usually be rolled into the loan. It is for lowering a rate or moving off an adjustable rate, not for taking cash out.
